Chief Executive Officer: Donald brings over 23 years of law enforcement and public safety experience, having served in roles ranging from mid-level management to Chief of Police. He founded Daly Strategic Group (DSG) in 2020 and has demonstrated strong business leadership by expanding the organization’s mission and strategically cultivating partnerships across both the public and private sectors. Donald is a Subject Matter Expert in Risk Management, Workplace Investigations, Threat Analysis and Management.  Donald holds a Bachelor of Science in Criminal Justice, a Master of Science in Administration of Justice, and completed the Leadership for the Government Manger Program at Sacramento State University.

Senior Consultant: Vince brings over 30 years of law enforcement experience.  Vince is a retired Police Captain with the Gardena Police Department, bringing extensive experience across tactical, operational, administrative, and emergency management functions. His law enforcement background includes serving as a SWAT Commander and holding key leadership roles in Operations and Administration. Vince is a recognized Subject Matter Expert in tactics, self-defense, emergency management, and active shooter response. He holds a Bachelor’s degree in Criminal Justice and a Master’s degree in Emergency Management and Homeland Security.

Senior Consultant: Ray brings more than 25 years of law enforcement experience, including distinguished service as a Chief of Police at three separate agencies: San Jose/Evergreen Community College Police Department, San Diego Community College Police Department, and California State University, Fullerton Police Department. He also served as the Executive Director of the California College and University Police Chiefs Association. Ray is a recognized Subject Matter Expert in campus law enforcement, emergency management, active shooter response, and executive leadership. He holds a Master’s degree in Public and International Affairs.

Consultant / Instructor:  Nick is a retired California Highway Patrol (CHP) Officer and K-9 Handler with 17 years of law enforcement experience. His assignments included firearms and explosives detection, as well as patrol operations throughout Orange County. During his CHP career, Nick was selected for multiple task force assignments, including investigations involving outlaw motorcycle gangs. He currently works in the field of executive protection.

Consultant / Instructor:  Ron brings over 25 years of law enforcement experience and currently serves as the Assistant Chief for the California Department of Health Care Services – Investigations Division. He is a recognized Subject Matter Expert in criminal investigations, with specialized expertise in fraud and Medi-Cal fraud investigations. Ron is an Executive Board Member of the Filipino American Law Enforcement Officers Association – Los Angeles Chapter (FALEO-LA) and holds a Bachelor’s Degree in Emergency Management.

Consultant / Instructor: Mike is a retired Sergeant with the Los Angeles County Sheriff’s Department, bringing over 30 years of law enforcement experience. He supervised LASD’s Tactics and Survival Unit and served as a member and team leader of the Special Response Team (SRT), responding to numerous emergencies and incidents of civil unrest across the county. Mike has also planned and executed numerous active shooter response field training exercises throughout Los Angeles County.
